Our experts are leaders in their fields and can be a valuable resource in identifying appropriate care and treatment options in the specialty areas of HIV and other infectious diseases, oncology, perinatology, neonatology and adult cardiology. These services are subject to availability of the individual consultants.
HIV and Other Infectious Diseases
Dr. Paul Volberding is Chief of the Medical Service at the San Francisco Veterans’ Administration Medical Center and Vice Chair of the Department of Medicine, University of California, San Francisco and Co-Director for the Center for AIDS Research at UCSF. He is the founder and Chair of the Board of the International AIDS Society-USA and is the co-author of The Medical Management of AIDS, the most widely used textbook of HIV medicine. Dr. Volberding has been the HIV/AIDS and infectious disease consultant for the ROSE Program for more than 15 years. He provides advice on experimental and investigational status of drugs, new medical techniques, and appropriate treatment, including alternative care.
Oncology
William A. Flood, M.D. is the Chief Medical Officer for ITA Partners and Associate Professor of Medicine at the Penn State College of Medicine/Hershey Medical Center. He is a member of the Thoracic Committee and the Head and Neck Committee of the Eastern Cooperative Oncology Group and a participating member of the Radiation Therapy Oncology Group. He is certified by the American Board of Internal Medicine in medical oncology, and he has been named one of the “Best Doctors in America®.”
Perinatology
Dr. William A. Block, Jr. is board certified in obstetrics and gynecology, and maternal fetal medicine. He is a practicing perinatalogist at United Hospital in St. Paul; Mercy Hospital in Coon Rapids; and Abbott Northwestern Hospital in Minneapolis, Minnesota. His special interests are medical complications of pregnancy, prenatal diagnosis and fetal therapy. He has published several articles on high-risk perinatal complications, and has lectured throughout the United States.
Neonatology
Dr. Jeanne Mrozek, is a board certified practicing neonatologist and current Assistant Medical Director at Children’s Hospital and Clinics in Minneapolis, Minnesota. She is currently Medical Director for the Level II nursery at Mercy Hospital in Coon Rapids and Unity Hospital in Fridley, Minnesota. She has authored several articles and abstracts in addition to being an invited speaker throughout the United States. Her special interests are neonatal nutrition, neonatal sepsis, ventilation and the use of surfactant. Dr. Mrozek is a physician member of the Vermont Oxford Network.
Adult Cardiology
Dr. Gregory Helmer is the Chief of Cardiovascular Services at Fairview Southdale Hospital and an executive committee member of the Minnesota Heart Clinic, both in Edina, Minnesota. He holds board certification in internal medicine, with a specialty certification in cardiovascular diseases. Dr. Helmer has received specialized training in invasive and non-invasive cardiology, and performs both invasive and non-invasive cardiac procedures in his practice. He is also actively involved in cardiovascular research. He is available to review medical records and/or to consult on individual cases to evaluate the medical status of the patient and the appropriateness of medical care.
Pediatric Pulmonology
Dr. William Bennett Wheeler is Medical Director of the Pulmonary Diagnostic Program at Minneapolis Children’s Medical Center and Assistance Clinical Professor of Pediatrics at the University of Minnesota School of Medicine. He is board certified in pediatrics with subspecialty certification in pediatric pulmonology and pediatric critical care. Dr. Wheeler has been the recipient of several awards and is a member of numerous professional associations and societies. His specialty areas include cystic fibrosis, lung function in premature infants, bronchopulmonary dysplasia and chronic respiratory failure in pediatrics.

Dr. David Gottlieb is Chiropractic Director for Mid America Chiropractic Consultants. He has served as an Examiner for the Minnesota Board of Chiropractic Examiners and is past Chairman of the Peer Review Committee at Health Services Management.
Mental Health

Mental health services consultants can assist in individual case review, mentoring of a plan’s internal case managers, development of internal protocols, plan benefit structuring and training of claims personnel.
Mark Raderstorf, MA, LP, is the founder and president of Behavioral Management, Inc. He is a licensed psychologist with more than 20 years of experience in the mental health field. Additional licensed psychologists and psychiatrists are also available for consultation on issues including:
